The FAA is superseding Airworthiness Directive (AD) 2025-21- 03, which applied to certain CFM International, S.A. (CFM) Model LEAP- 1A23, LEAP-1A24, LEAP-1A24E1, LEAP-1A26, LEAP-1A26CJ, LEAP-1A26E1, LEAP-1A29, LEAP-1A29CJ, LEAP-1A30, LEAP-1A32, LEAP-1A33, LEAP-1A33B2, and LEAP-1A35A engines. AD 2025-21-03 required initial and repetitive borescope inspections (BSIs) of the high-pressure turbine (HPT) rotor stage 1 blades. Depending on the results of the BSIs, AD 2025-21-03 required either additional BSIs at reduced intervals or replacement of the HPT rotor stage 1 blades. Since the FAA issued AD 2025-21-03, the manufacturer published updated service material and determined that engines operating in the South Asia region are susceptible to accelerated HPT rotor stage 1 blade deterioration and airfoil distress. This AD requires initial and repetitive BSIs of the HPT rotor stage 1 blades and, depending on the results of the inspections, additional BSIs at reduced intervals or replacement of the HPT rotor stage 1 blades. The FAA is issuing this AD to address the unsafe condition on these products.

In this document, the Federal Communications Commission (the FCC or Commission) adopts rules to ensure that emerging Next Generation 911 (NG911) networks are reliable and interoperable. NG911 is replacing legacy 911 technology across the country with internet Protocol (IP)- based infrastructure that will support new 911 capabilities, including text, video, and data. However, for NG911 to be fully effective, NG911 networks must be designed to safeguard the reliability of critical components and support the interoperability needed to seamlessly transfer 911 calls and data from one network to another. The rules require entities essential to delivering emergency calls in the NG911 environment to implement common sense measures to safeguard the reliability of NG911 networks and reduce the risk of 911 outages, and require certain entities to report on their support for NG911 interoperability. The rules also eliminate unnecessary and burdensome legacy rules to increase flexibility and encourage technical innovation to make NG911 services reliable, interoperable, and accessible to all.

This AD also prohibits the installation of affected parts. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for all Airbus Helicopters Model AS350B2, AS350B3, EC120B, and EC130B4 helicopters. This AD was prompted by a short-circuit due to foreign object debris (FOD) or dust inside the lighting and ancillaries control unit (LACU). This AD requires repetitively cleaning and inspecting the affected LACU for FOD. Depending on the configuration of the helicopter, this AD also requires modifying the emergency floatation system (EFS) activation switches and revising the existing rotorcraft flight manual (RFM) for the helicopter, which would constitute a terminating action for the repetitive cleaning and inspection requirements. Additionally, this AD prohibits installing an affected LACU on any helicopter unless certain requirements are met. The FAA is issuing this AD to address the unsafe condition on these products.

NMFS approves and implements specifications for the Mackerel, Squid, and Butterfish Fishery Management Plan (FMP), as recommended by the Mid-Atlantic Fishery Management Council (Council). This action sets the 2026 and projects the 2027-2028 specifications for the chub mackerel and Illex squid fisheries and reaffirms the previously projected 2026 specifications for the longfin squid and butterfish fisheries. These final specifications are intended to establish allowable harvest levels that will prevent overfishing, consistent with the most recent scientific information.

The Environmental Protection Agency (EPA) is taking final action to redesignate the St. Clair nonattainment area in southeast Michigan to attainment for the 2010 sulfur dioxide (SO<INF>2</INF>) National Ambient Air Quality Standard (NAAQS). The EPA is also approving Michigan's maintenance plan for the St. Clair SO<INF>2</INF> nonattainment area and emissions limits for the DTE Belle River Power Plant. Michigan submitted the request for approval of the St. Clair area redesignation and maintenance plan on December 14, 2023, with a supplement to the request on July 24, 2025. The EPA proposed to approve this action on April 10, 2026, and received no adverse comments.

This rule revises the regulations of the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP), the Livestock Forage Disaster Program (LFP), the Livestock Indemnity Program (LIP), the Tree Assistance Program (TAP), the Marketing Assistance Loan (MAL) and Loan Deficiency Payments (LDP) Programs, and the Sugar Program to conform with provisions of the One Big Beautiful Bill Act (OBBBA). Changes to the supplemental disaster assistance programs include ELAP assistance for losses due to bird depredation and a change to honeybee colony loss normal mortality; a lower drought threshold for LFP eligibility; LIP assistance for unborn death losses and changes to compensation for predation losses and the market values used in the LIP payment calculations; and changes to the TAP eligibility threshold and reimbursement percentage for certain costs. This rule increases the MAL and LDP loan rates for all eligible commodities for the 2026 through 2031 crop years as specified by OBBBA. Additional MAL and LDP changes for upland and extra-long staple (ELS) cotton required by OBBBA include revised formulas to calculate the prevailing world market price for upland cotton, the introduction of a prevailing world market price and adjusted world price for ELS cotton, and changes to the payment of cotton storage costs by area. Additionally, FSA is amending regulations to add provisions for a 30- day post-repayment loan review in which a refund for upland cotton repayment or an additional LDP disbursement could occur. Sugar Program changes are related to effective loan rates, storage rates, and sugar marketing allocation provisions. This rule also makes minor administrative changes to the Sugar Program regulations. Technical amendments are included for grains and similarly handled commodities, and honey. This rule also makes additional changes to the regulations for those programs to update eligibility and payment provisions, clarify program requirements, and improve program integrity. This rule also updates the Feedstock Flexibility Program (FFP) provisions to indicate that 2026 is the final crop year covered by the program, and makes corrections to the regulations for the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) Programs and Dairy Margin Coverage (DMC) Program.

The Census Bureau provides an Age Search service of confidential records from the 1910 to 2020 decennial censuses and can issue an official transcript of the results to authorized individuals. With this rule, the Census Bureau will increase the fee for conducting an Age Search from $65.00 to $155.00. The Census Bureau will increase the additional charge for expedited requests requiring search results within one day from $20.00 per case to $50.00 per case. These changes are needed to reflect the actual operating costs associated with processing an Age Search request which were last revised in 2004.

The U.S. Department of Transportation (Department or DOT) is extending its current enforcement discretion, announced on December 5, 2025, regarding specific refund regulations. Under current regulations, a flight assigned a different flight number than was active at the time of ticket purchase is considered a "cancelled flight," making the consumer eligible for a prompt refund and related notifications. The Department is extending its discretion to not enforce these requirements for renumbered flights, provided that the passenger is rebooked on a flight with a new number and the flight operates without any "significant change or delay" as defined in its regulations. This extension provides the Department with the necessary time to complete the pending rulemaking addressing the definition of a flight cancellation.

The FAA is adopting a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. The FAA previously sent this AD as an emergency AD to all known U.S. owners and operators of these airplanes. This AD was prompted by a report of several missing or broken high pressure valve (HPV) butterfly clips found in a repair shop. NMFS is creating an exception to the prohibition on landing dogs on the Pribilof Islands to allow the Regional Administrator to authorize independently certified and trained rodent detection dogs to be deployed to detect and prevent the establishment of invasive rodents. Invasive rodents could have significant consequences for the wildlife species that live and breed on the Pribilof Islands and the health and food security of community members. Public comments received expressed broad support for the proposed rule with some minor clarifications. NMFS is publishing this interim final rule to allow public comment on the decision to authorize certified and trained rodent detection dogs to pre-emptively inspect vessels or cargo. This action supports Tribal, local, and Federal agency efforts intended to promote the goals and objectives of the Fur Seal Act (FSA), the Marine Mammal Protection Act (MMPA), and other applicable laws.

NMFS is issuing regulations under the Tuna Conventions Act (TCA) of 1950, as amended, to implement resolutions adopted at the 103rd Meeting of the Inter-American Tropical Tuna Commission (IATTC) in September 2025. The final rule also implements several provisions of Resolution C-19-04 (Resolution to Mitigate Impacts on Sea Turtles) that were not previously implemented and makes technical corrections to regulations for fishing under the Agreement on the International Dolphin Conservation Program (AIDCP). The management measures in this rule apply to fishing vessels targeting tropical tuna (i.e., bigeye tuna (Thunnus obesus), yellowfin tuna (Thunnus albacares), and skipjack tuna (Katsuwonus pelamis)) in the eastern Pacific Ocean (EPO). This rule is necessary for the conservation and management of tropical tuna stocks in the EPO and for the United States to satisfy its obligations as a member of the IATTC.

The One Big Beautiful Bill Act (OBBBA) provides funding for the Organic Certification Cost Share Program (OCCSP) for fiscal years 2025 through 2031, and, as a result, the Commodity Credit Corporation (CCC) is issuing this rule to establish OCCSP for 2025 and future program years. The rule specifies the eligibility criteria and payment calculation for OCCSP, which are consistent with how CCC has administered OCCSP in previous years by Notices of Funding Availability (NOFAs). Prior NOFAs also established the opportunity for State agencies to enter into agreements to administer OCCSP; these provisions are also included in this rule. The rule also establishes the application process and deadlines for eligible producers and handlers who apply through FSA county offices.

The U.S. Environmental Protection Agency (EPA) is finalizing amendments to the national emissions standards for hazardous air pollutants (NESHAP) for the Plywood and Composite Wood Products (PCWP) source category. Specifically, the EPA is finalizing maximum achievable control technology (MACT) standards in the form of emission limitations and work practices as appropriate for total hazardous air pollutants (HAP) (including acetaldehyde, acrolein, formaldehyde, methanol, phenol, propionaldehyde), non-mercury (non-Hg) HAP metals, mercury (Hg), hydrogen chloride (HCl), polycyclic aromatic hydrocarbons (PAH), dioxin/furan (D/F), and methylene diphenyl diisocyanate (MDI). Sources affected by the amendments include PCWP process units and lumber kilns located at facilities that are major sources of HAP emissions. These final amendments address the 2007 partial remand and vacatur of the 2004 final rule that promulgated the PCWP NESHAP ("2004 rule"). The final amendments also respond to issues raised in a petition for reconsideration regarding the 2020 residual risk and technology review (RTR) and other amendments to the 2020 PCWP NESHAP.

NASA is amending its regulation implementing Title VI of the Civil Rights Act of 1964 (Title VI) for federally assisted programs to conform more closely to the statutory text and recent revisions by the Department of Justice (DOJ). This action removes provisions establishing disparate-impact liability. The rule also clarifies that Title VI reaches employment practices under this part only where employment is a primary objective of the Federal financial assistance or where intentional discrimination is shown. These changes align NASA's regulation with Title VI and promote consistency across Federal agencies.

This rule is necessary to protect personnel, vessels, and the marine environment from potential hazards associated with construction of the new Livingston Avenue Railroad Swing Bridge and demolition of the existing bridge.

The FAA is adopting a new airworthiness directive (AD) for all Airbus Helicopters Model H160-B helicopters modified by Supplemental Type Certificate (STC) SR00223IB. This AD was prompted by a report that several self-locking nuts of the window jettisoning system could be loosened by hand due to a non-conformity in the cable kit. This AD requires modifying an affected window into a serviceable window. This AD also prohibits installing an affected window or an affected door on any helicopter modified with STC SR00223IB. The FAA is issuing this AD to address the unsafe condition on these products.
